Two of the groups that had opposed Dominion’s discharge permits — the Prince William County Board of Supervisors and the James River Association — were satisfied when the company agreed to treat the water beyond what the state required. They dropped their legal challenges of the permits in March. Dominion signed agreements with each party to introduce “enhanced treatment triggers” for certain contaminants.

“The key challenge here was to have a limit between a small reduction in strengths, which we achieved, and using an appropriate amount of plastic to make it worthwhile,” said Orr, previously of Bath University and now a lecturer in concrete structures at Cambridge. “It is really a viable material for use in some areas of construction that might help us to tackle issues of not being able to recycle the plastic and meeting a demand for sand.”

Dumping waste in a non-functional plant is the “grossest violation” of its order, says NGT. Before the Mela began, the plant already had 60,000 tonnes of waste to treat. Vijay Kiran Anand, district magistrate for Kumbh, says Hari Bhari is at fault as it was given funds to treat this existing waste. He denied the claim that the plant was getting more waste than its capacity.

The material captured by the DAF is destined for disposal at local biogas facilities, equivalent to one truckload per day.

The last time I spoke to Slat, on January 7th, he was undeterred. “This is just a first act,” he said. “It’s not a system failure. It’s a component failure.” His words reminded me of an episode soon after Wilson’s launch, in Pacifica, a beach town south of San Francisco. It’s ready to jump into that new media,” Bradley says. Wall kits can be customized for communal raised-bed grows, with few size restrictions.
